The Republic of Turkey has received a loan in the amount of 134.3 million US Dollars equivalent (EUR 120 million) to finance the Health System Strengthening and Support Project (HSSSP). Within the scope of the project, part of the financing will be used for the payments for the "Consultancy Service Procurement for Environmental and Social Impact Assessment and Its Sub-Management Plans, Environmental and Social Management Plan, Resettlement Plan and Stakeholder Engagement Plan of Ankara Akyurt Vaccine Production Center, Experimental Animal Production Center and ABSL3 Level Laboratory Project". The duration of the work is foreseen as 8 months.
The Government of Turkey intends to build a new “Vaccine Production Center (VPC), Experimental Animal Production Center and an ABSL3 level laboratory” (together “Activity 1”) in Ankara. Procurement of equipment for Activity 1 will be financed under Component 4 of HSSSP, given in detail in Section A of this ToR.
Activity 1 will be constructed in Balıkhisar Neighborhood of the Akyurt District in Ankara on the parcel number 1555/4 with a 47,589 m2 area composing 12 main buildings, as specified in Section A-II.
MoH would like to use the proceeds of the World Bank (IBRD) loan to undertake environmental and social impact assessment studies required to assess potential risks and propose appropriate mitigation measures. In accordance with the World Bank Environmental and Social Framework (ESF), the environmental and social risks of the construction and operation of the Activity 1 are proposed to be rated as “Substantial”, in accordance with the WB ESF and project revised ESMF, as mentioned above. Therefore, it is necessary to conduct a detailed Environmental and Social Impact Assessment (ESIA) as per the provisions of the Bank ESF and Turkey legislation, including Environmental and Social Management Plan (ESMP), Resettlement Action Plan (RAP) (to be determined during ESIA studies), and Stakeholder Engagement Plan (SEP) as well as sub-management plans which are expected to include but not necessarily limited to the below mentioned issues.
Project Management and Support Unit invites eligible companies to express interest for provision of the services in question. Relevant companies must provide information and documents showing that they are qualified to perform the services. This information and documents must be submitted as a portfolio which (i) includes visual elements such as brochure, (ii) focuses on general experience of the company in the area of activity, (iii) gives an informative summary of the contracts/works completed within the last 5 years, which are relevant to the assignment, and (iv) includes the experience and qualifications of the key personnel in general/in terms of the assignment and the number of years, for which these personnel have been working uninterruptedly for the applying company.
Interested Consulting Companies are required to observe paragraph 1.9 of the "Guidelines for the Selection and Employment of Consultants by the World Bank Borrowers" ("Consultant Guidelines") (published in January 2011 and revised in October 2014), which explains the "conflict of interest" policy of the World Bank.
Consulting Companies may merge with other companies through joint ventures or subcontracting to enhance their qualifications. In case of a Joint Venture, all partners of the joint venture shall be evaluated together and shall sign the contract together and shall be jointly and individually liable before the Administration if awarded with the tender. Interested Consulting Companies must clearly state the nature of the partnership they will establish and the duties of partners and subcontractors in their applications. Ambiguous phrases such as “in collaboration with” or “with affiliation” shall not be considered for the short list.
The selection of the Consulting Company shall be made in accordance with the "Selection Based on Consultants' Qualifications (CQS) Method" procedures specified in the Consultant Guidelines.
